Okay, so according to the latest Night Vale episode Director’s Notes (which you can get if you sign up to their Patreon, hint hint), Kathryn may have misspoken a little. The episode wasn’t “weird for weird’s sake”, but it still doesn’t have any deep, hidden meaning. It’s also appropriate that Elizabeth was so taken with the way Cecil announced the town’s visitors because it turns out that the language used was entirely the point.
And if you’re wondering, Cecil pronounces it “NephaLEEM”, and on Supernatural they say “NEPHalem”, and no we don’t know which one is right.
